“According to the CHP, 18 percent of Mexican carriers were sidelined in 2006. That figure stands in contrast with the 19 percent of American companies.”
What do they mean by sidelined here? Though it may depend on context, 18% doesnt contrast much with 19% at all, but then Im not a mathematician. Or is that the point, that they are essentially the same? Is a lower figure good or bad?
