On April 21, 1958, Time Magazine published the last known article to appear in America’s mainstream media stressing the extraordinary high rate of crime in America’s Negro community. [“THE NEGRO CRIME RATE: A FAILURE IN INTEGRATION”  [http://www.time.com/time/magazine/article/0,9171,810262,00.html]
What did Time Magazine report fifty years ago?

“In 1,551 U.S. cities, according to the FBI tally for 1956, Negroes, making up 10% of the U.S. population, accounted for about 30% of all arrests, and 60% of the arrests for crimes involving violence or threat of bodily harm—murder, non-negligent manslaughter, rape, robbery and aggravated assault.”
Time Magazine suggested that “a conspiracy of silence” shrouded the facts about criminality in the Negro community.

“In many cities, Negro leaders and organizations such as the National Association for the Advancement of Colored People put pressure on politicians, city officials and newspapers to play down the subject. Fearing loss of Negro votes, few elected officials dare to resist the pressures.
Abetting the concealment campaign is the feeling shared by many whites that it is unfair, inflammatory and even un-American to talk about Negro crime. This feeling is reflected in the widespread newspaper practice of not mentioning a criminal’s race unless he is at large and the fact would help in identifying him.”
How has this concealment campaign fared in the fifty years since this article was published?
Anyone who follows the news knows that many outlets of the mainstream media no longer mention a criminal’s race even when he is at large and the fact would help in identifying him.
Even worse, it is now common practice for the mainstream media to suppress reports of horrific crimes where the victims are white and the perpetrators are African-Americans while magnifying the reporting of crimes where the victims are African-American and the perpetrators are white. In many notorious cases the alleged white perpetrators of crimes that ultimately proved to have been frauds have been pilloried from one coast of the United States to the other.
Anyone who has attempted to discuss the facts of African-American crime know that raising this issue immediately provoke irrational verbal attacks for one’s “racism” from the politically correct members of the white community.
Even as long ago as 1958, Time Magazine avoided presenting comparative data on inter-racial crime: crimes committed by perpetrators who were of a different race than their victims. This subject was taboo in the mainstream media of the United States then, it is absolutely taboo in the mainstream media of the United States today.

One journalist violated this taboo in 1995. His article was published in Australia.

What did this Australian journalist uncover?

In the past 20 years, violent crime has increased more than four times faster than the population. Young blacks (under 18) are more violent than previous generations and are 12 times more likely to be arrested for murder than young whites.

• According to the latest US Department of Justice survey of crime victims, more than 6.6 million violent crimes (murder, rape, assault and robbery) are committed in the US each year, of which about 20 per cent, or 1.3 million, are inter-racial crimes.

• Most victims of race crime—about 90 per cent—are white, according to the survey “Highlights from 20 Years of Surveying Crime Victims”, published in 1993.

• Almost 1 million white Americans were murdered, robbed, assaulted or raped by black Americans in 1992, compared with about 132,000 blacks who were murdered, robbed, assaulted or raped by whites, according to the same survey.

• Blacks thus committed 7.5 times more violent inter-racial crimes than whites even though the black population is only one-seventh the size of the white population. When these figures are adjusted on a per capita basis, they reveal an extraordinary disparity: blacks are committing more than 50 times the number of violent racial crimes of whites.

• According to the latest annual report on murder by the Federal Bureau of Investigation, most inter-racial murders involve black assailants and white victims, with blacks murdering whites at 18 times the rate whites murder blacks.

Scientific studies of inter-racial crime have been done since the Time Magazine article was published.

In a 1974 study in Denver,  Gary D. LaFree found 40 percent of all rapes were of whites by blacks, and not one case had been reported of a rape of a black person by a white person. [“Male Power and Female Victimization: Toward a Theory of Interracial Rape,” American Journal of Sociology, Vol. 88, No. 2 (September 1982).
Dr. William Wilbanks, a criminologist at Florida International University, found in 1988 there were 9,406 cases of black-on-white rape and fewer than ten cases of white-on-black rape. [“Frequency and Nature of Interracial Crimes,” submitted for publication to the Justice Professional (November 7, 1990). Andrew Hacker concluded that in 1989, blacks were three or four times more likely to commit rape than whites, and that black men raped white women thirty times as often as white men raped black women. [ Andrew Hacker, Two Nations, pp. 183, 185.]

The United States government collects and publishes data about crime in the United States and breaks it down into its racial components.

The Federal Bureau of Investigation publishes the Uniform Crime Reports [UCR] which contain much informative data.

The UCR shows that in 2002 there were 1,700 white on black “hate crimes”. It also reports that in the same year there were almost two million crimes in which the victim was white and the offender was black.
The Department of Justice publishes a National Crime Victimization Survey [NCVS] that includes the distribution crimes based upon the type of crime, the race of the victims, and the perceived race of the offenders.

The NCVS for 2002 reports there were 362,784 crimes where the victim was black and the perceived offender was white while there were 1,916,380 crimes where the victim was white and the perceived offender was black.

The FBI reports that from 1995 to 2002, 1,676 black people were murdered by white people while 4,046 white people were murdered by black people.

The NCVS 2002 Table 42 reports the distribution of single-offender victimizations, based on race of victims, by type of crime, and perceived race of offender.

It reports a total of 1,026,704 violent crimes. The were 100,111 incidents where the perceived offender was white and the victims was black. There were 460, 388 incidents where the victim was black and the perceived offender was black. There were 466, 205 incidents where the victim was white and the perceived offender was black.
Indeed, the statistics show that while most criminality is intra-racial from the victims point of view (white on white and black on black), black criminals assault more whites or as many whites as they assault other blacks.
The NCVS 2002 Table 48 also reports the data on multiple-offender crimes of violence, crimes where a victim is simultaneously attacked by a group of offenders.
It reports a total 330, 511 crimes of violence where one person was a attacked by two or more people at the same time. There were 26,461 incidents where two or more white people attacked a black person. There were 103, 748 incidents where two or more black people attacked a black person. There were 200,302 incidents where two or more black people attacked a white person.
It is obvious that a white person is far more likely to be attacked by one or more black people than the reverse.
A major scientific investigation of the data regarding crime and race in the United States was published by the New Century Foundation in 2006. [The Color of Crime: Race, Crime and Justice in America, Second Expanded Edition, Oakton, VA.]
They found:
• Blacks are seven times more likely than Americans of other races to commit murder.
• Blacks commit 85% of the violent inter-racial crimes in the United States while whites commit 15% of the violent inter-racial crimes.
• Blacks commit more violent crimes against whites than whites commit against blacks.
• Blacks are an estimated 39 times more likely to commit a violent crime against a white person than a white person is likely to commit a violent crime against a black person.
• Young blacks are fifteen times more likely to belong to a gang than young white.
• Whereas groups of black raped individual white victims 10,000 times between 2001 and 2003, the NCVS sample did not find a single case where a group of whites raped a black victim.
Time Magazine argued fifty years ago that the high black crime rate was the result of a failure of integration. Since then blacks have been the beneficiaries of the abolition of restrictions on their voting rights, the abolition of legalized restrictions on their housing, the abolition of all laws preventing marriages between whites and blacks, massive transfers of tax funds into public projects targeted at blacks, affirmative action programs providing places in the universities and in public employment, court mandated integration of the student bodies and faculties in public schools,  expensive programs subsidizes black renters so they could move into luxury apartments in the cities and in formerly white suburbs, enormous welfare programs have poured money into black communities and a federal program encourages banks to lend home mortgage money to blacks regardless of their ability to repay. Perhaps Time Magazine was wrong.
